To make our citizens aware of the programs offered by the Polytechnics and ITI’s (Long term/short term) which come under the administrative control of this Directorate and to make them aware of the short and long term courses offered by the Institutions in latest market oriented courses. 

Purpose of this Charter -The aim/purpose of this charter is to work for better quality in rendering services to the people. Citizen/Beneficiaries Charter is a document which represents a systematic effort to focus on the commitment of the organization/department towards citizens in respect of standard of services, information choice and consultation, non-discrimination and accessibility, grievance redressal, courtesy etc.

RTI Act and its Implementation - A citizen or a member of the general public can seek information from the prescribed authority under the Right to information Act after depositing the prescribed fee in terms of Jammu and Kashmir Right to Information Rules issued vide SRO 181 dated:-30th June 2005. The details with regard to PIO’s and APIO’s are placed on the website of this directorate. In case of withholding of information by the prescribed authority, the persons from the public can approach the reviewing officer/ controlling officer for the purpose. In terms of section 12 of the Jammu and Kashmir Right to information Act, disciplinary action can be taken against the officials withholding the information.

  3. Community Development Through Polytechnics ( CDTP) Scheme:
    The Community Polytechnics scheme was started in the year 1978-79 and then after a two-year break during 2007 and 2008, it was launched once again in the year 2009 in the new name of Community Development through Polytechnics i.e., CDTP scheme by the Ministry of Human Resource Development (HRD) Govt. Of India. In the last 40 years about 43 lakhs persons have been trained under the scheme. At present the scheme is operational in 518 polytechnics of the country.
    It is 100% Central Sponsored Scheme and the grant is being received from the Govt. on instalment basis. This is a Direct Central Assistance scheme under which Recurring and Non-Recurring Grant is being provided by MHRD to the selected institutions/Polytechnics for implementation of the scheme
    Main features of the Scheme:
    1. The scheme involves skill development training programmes of six months duration in the Polytechnic buildings and extension centers in the villages involving the skilled instructors from the village who can train school drop outs, SC, ST, backward classes and illiterate females who can learn in these extension centers and able to start their own small business so that they can earn their livelihood in an earnest way.
    2. The scheme also involves need assessment surveys of the villages to know exactly what type of technical training and technical help is required.
    3. The scheme involves Dissemination and Application of Appropriate technology in which the villagers are given awareness about the advancements made in the field of science and technology.
    4. The villagers are provided with the technical and support services in the form of repair of their daily household appliances and gadgets.
    5. Awareness programmes about various centre and state Govt. schemes are provided to the villagers.

ITI Sector Schemes

Up-Gradation of Existing ITIs Into Model ITIs.

Under a central sponsored scheme" Up-gradation of existing ITIs into Model ITIs", two ITIs viz. ITI Jammu and ITI Srinagar have been proposed to be up-gradated as Model ITI which will serve as a model for other ITIs. Each ITI would be provided funds up to Rs. 10.00 crores not only for up-gradation of infrastructure but also for procuring the latest tools/equipment/machinery required for the introduction of new trades/up-gradation of existing trades.

A Tri-partite Memorandum of Association will be signed between an Industry partner known as Chairman IMC ITI, UT Administration and Centre Govt., based on which certain Key Performance Indicators (KPIs) along with the target values assigned with each are to be fulfilled. The Scheme is in its infancy yet.

Up-gradation of 1396 Government ITIs through Public Private Partnership (PPP) Scheme

The main objective of PPP Scheme is to improve the quality of the Vocational Training in the Country and make it demand driven, so as to ensure better employability of the pass outs. Under this scheme, interest free Loan of Rs. 2.50 Crores is given directly to IMC of the project ITI which is to be repaid by ITI, starting after 10 years of release of Loan.

Skill Strengthening for Industrial Value Enhancement (STRIVE)

Government of India launched a fully Central Sponsored Project Skill Strengthening for Industrial Value Enhancement (STRIVE) to be implemented through Directorate General of Trainings (DGT), Ministry of Skill Development and Entrepreneurship (MSDE) to improve overall operational environment of ITIs and Apprenticeship programs at the state levels by initiating various reform activities within the skilling ecosystem through Performance Based Finance Agreement between MSDE and State Governments.

  • STRIVE is a World Bank aided project of five years duration.
  • The objective of the project is to improve the relevance and efficiency of Skills Training provided through ITIs and Apprenticeships.
  • Project has four result areas under which funding is available.
  • J&K has been allotted a target of 06 ITIs viz. Anantnag, Baramulla , Ganderbal, Kishtwar, Udhamupr and Mendhar to participate in STRIVE Project.

RESULT AREA-1

Under this Result Area upto Rs 2.00 crores will be provided to shortlisted it is for implementation of activities covered under the Scheme as per Institute Strategic Plan (ISP) and Performance Based Guaranteed Agreement (PBGA) approved by UT Steering Committee.

RESULT AREA-2

Action Plan under Result Area 2 "Increased Capacities of State Government" for utilization of RS. 2.55 crores by UT PIU has been formulated and approved by UT Steering Committee.

RESULT AREA-4

Under this Result Area Industrial Cluster viz. Bari Brahamana, Industry Cluster, Jammu will be provided grant of Rs. 01.00 crore up to three years for imparting Apprenticeship Training under Industry Apprenticeship Initiative programme of STRIVE.

UT Steering Committee approval has been submitted to DGT, MSDE, GoI for approval and rele4ase of funds.

Apprenticeship Training Scheme (ATS)

Overview - It is for the awareness of unemployed youth of Jammu & Kashmir that the Department of Skill Development is administering a Skilled Development Scheme called Apprenticeship Training Scheme (ATS). This scheme makes use of the training facilities available both in Public and Private Sector industries for imparting practical training to the desirous candidates. The purpose of this training scheme is to produce Skilled Manpower for the Industrial Development of the Country and its Economic growth. Through this scheme, any unemployed youth can undergo Apprentices Training in any designated/optional trade in a particular Industry carrying on such related activities, provided that the person intending to undergo such training fulfills the eligibility criteria for that particular designated trade.

Salient Features  of the Apprenticeship Training Scheme (ATS)

  1. In this training programme, a person can be engaged as an apprentice after entering into a contract of apprenticeship with an employer, by which an employer undertakes to train a person or have him trained systematically in a particular field / trade for a period the duration of which is fixed and during which the apprentice is bound to work in the Employer`s Service.
  2. This training programme is controlled and regulated by the Apprentices Act, 1961 according to which it is obligatory on the part of employers of both in the Public/ Private sectors carrying on any of the specified industries and having requisite training infrastructure, to engage apprentices for the training as per the quota fixed by the State Apprenticeship Advisor and provide basic and shop floor training to Apprentices as per the prescribed syllabi/ approved programme.
  3. The expenditure incurred by any employer in connection with training of apprentices under the apprentices Act,1961 is to be allowed as a deduction for the purpose of assessment of income tax under section 37 (1) of the Income Tax Act,1961.

Benefits to Employers

  1. No obligation to offer any employment to the Apprentice on completion of Apprenticeship training.
  2. Negligible Financial burden that too compensated by availability of additional human resources.
  3. Fulfillment of Social obligation.
  4. Readily available pool of skilled workers.
  5. Every Apprentice undergoing Apprenticeship training in an establishment is a trainee and not a worker and as such the provision of any law with respect to Labour does not apply to or in relation to such apprentices.

Benefits to Apprentices

  1. Get to learn by doing on -the -job training.
  2. Knowledge and skill imparted.
  3. Stipend of 70% of minimum wages of the state is provided to the apprentices during the period of apprenticeship training scheme. Stipend to the apprentices shall be paid by the employer from where the apprentices will undergo his apprenticeship training.
  4. Every trade apprentice after completion of period of training has to appear in the trade test to be conducted by the National Council for Vocational Training twice in April and October every year. The apprentices who pass the trade test are awarded a National Apprentices Certificate in the respective trade.

Craftsman Training Scheme

Introduction

Craftsman Training Scheme (CTS), covering the trainings being imparted through the Industrial Training Institutes (ITIs), was introduced in the country in the year 1956 for meeting the requirements of skilled manpower for the Industrial/Engineering sector besides providing opportunities for the large scale self-employment of the youth.

Objectives

  • Develop skilled manpower for the industry and the services sector.
  • Impart multi-level skills trainings to the youth at large to increase their employability.
  • Provide post training assistance to the skilled youth for their placement in the industry and/ or undertaking self-employment.
  • Provide skill up-gradation for updating the skills of existing workers for their career promotion and/or acquaintance with the latest systems/tools.
  • Develop skilled manpower for new and emerging fields.
  • Develop curriculum and certification process for heritage craft of the UT and to promote their sector.
  • Maintain a balance between the supply and demand of human resources within the UT and facilitate placement of the trained manpower.
  • Ensure optimal utilization of all human resources in the UT

How to apply

Candidates having minimum age of 14 years, as on 1 st June of the admission year, with no upper age bar (except Driver cum Mechanic LMV trade, for which minimum age is 18 years) can apply. The desirous candidates have to fill up the admission forms online available at ITI admission link (http://itiadmissions.jkdsd.org) present on the official website of Directorate of Skill Development

The Candidates have to fill up the complete details which include Basic Details of the Student like Name, Parentage etc and Qualification Details online in the portal and have to upload the soft copy of the following documents online

  1. Marks Certificate of Qualifying Examination.
  2. Date of Birth Certificate.
  3. Category Certificate (SC/ST/Ex-serviceman/Physically Handicapped/EWS) if any.
  4. Aadhar Card.

(**Domicile Certificate should be produced at the time of admission in the respective ITI)

The candidates after finalizing the profile and application online will be required to deposit the print out of the system generated application in the concerned ITI in which the candidate is applying alongwith self attested photo copies of above mentioned required documents in the concerned Institute.

The candidate has to pay a fee of Rs. 40/- (forty) per trade in which he/she is seeking admission against cash receipt from the respective ITI.

Important Note :

  1. Selection will be made purely on the basis of academic merit obtained by the applicants in their qualifying examination (both for free and self financing seats separately).
  2. On successful completion of training in trades running under NCVT/SCVT Scheme, certificate will be awarded by National / State Council for Vocational Training.
  3. Candidates who have already undergone training in any of the trades in any ITI can apply for admissions in another trade after two years after completion of previous training course. However, for the ensuing academic session, their admission can be considered in any trade having poor response .

Tribal Affairs

Introduction

Department of Skill Development in collaboration with the Department of Tribal Affairs is imparting training to the candidates belonging to ST categories (Tribal) under Craftsman Training Scheme (CTS) through designated Industrial Training Institutes (ITIs) for providing opportunities to develop skills to the Tribal People of J&K

How to Apply

The Admission forms can be obtained against the cash payment of Rs 40 (Rupees forty only) per course when notified.

Candidates having minimum age shown against each course, as on 1 st November of the admission year, with no upper age bar, can apply.

Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0)

Introduction

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) scheme was launched in 2015 to encourage and promote skill development in the country by providing free short duration skill training.

The basic premise for the scheme is to create skilled and certi?ed workforce, who not only contribute towards the growth of India but also drive the country into becoming the global skills capital. To achieve this more holistically, signi?cant core and peripheral reforms have been envisaged for the implementation approach for the scheme. With the limited window available for implementation, the focus of the scheme shall be to create detailed framework for the new provisions and pilot them for larger roll out in the second phase of the scheme.

Objectives

  • Trainee / learner-centric from the earlier training provider-driven model.
  • Planning from below, with District-level plans being the fundamental instruments for implementation.
  • Enhance the role of State / UTs in entire implementation process of the scheme. Strengthening District Skill Committees (DSCs), State Skill Development Missions (SSDMs) /State Directorate of Technical Education or Skill Development through handholding, strategic and funding support.
  • Create a pool of certi?ed trainers for which direct funding shall be provided for the Training of Trainers (ToT) programs.
  • Major focus on up-skilling / re-skilling with a focus on future skills (industry 4.0) courses to increase productivity of existing workforce.
  • Focus on Online / Digital mode of Training for wider coverage.
  • Introduce signi?cant reforms in assessment ecosystem which would include common Assessment Centres (CACs) and the use of online assessments tools.
